[T10] Proposal for Constrained SBC-5 Streams posted

Document SBC-5 Constrained Streams with Data Lifetimes has been posted to t10.org and added as CAP Agenda item 7.2.3.

The proposal arises from the needs of products currently being designed, products that are encountering insurmountable difficulties with implementing all the details of the current Stream Control block device model (see 4.32 in SBC-5 r04).
