The SBC-5 and ZBC-3 editors are reading from the same Play Book.

Here's the latest thing in ZBC-3 working drafts (r01, to be exact).

ZBC-3 r01 contains all the T10 approved proposals to date, specifically:

  *   22-036r2 - Restore Elements and Rebuild clarifications
  *   22-095r3 - Fix fuzzy wording in Annex B type-based resource issues
  *   22-107r2 - Limit Excessive Depopulating of Physical Elements

Note that the "Limit Excessive Depopulating of Physical Elements" information in ZBC-3 dovetails nicely with the recently posted SBC-5 r04 << https://www.t10.org/cgi-bin/ac.pl?t=f&f=sbc5r04.pdf >>.

For the sake of completeness, ZBC-3 r00 was posted yesterday, and represents what ANSI will be soon selling as INCITS 550 ZBC-2 while containing no technical nuggets that cannot be found in ZBC-2 r13 (or ZBC-3 r01, come to that).
