[T10] Affirm INCITS T10 scope statement

INCITS requests INCITS SCSI to affirm the scope statement that INCITS has posted on their site. I have prepared a proposal in T10/22-054r0 that details the current scope statement and this will be discussed in the CAP Ad Hoc meeting as well as voted on in the T10 Plenary meeting.
