In a nutshell, 21-051 seeks to define a VPD Page bit whose use allows a device server to remove "hard resets" from the list of things that cause activation of the Deferred Microcode established by a WRITE BUFFER command with mode equal to 0Eh.

The first page of the uploaded 21-051r0 contains a detailed explanation of how the decision was reached to propose making such a change.
