[T10] SATL toggling of the COMMAND DURATION LIMITS ENABLED bit

As the result of some consideration, worries have arisen regarding the 20-085r0 method of managing the ATA COMMAND DURATION LIMITS ENABLED bit based on what mode page a MODE SELECT command decides to modify. The degree of indirection is too large when the page specified in MODE SELECT command can make a change that has the significance of toggling ATA COMMAND DURATION LIMITS ENABLED bit.

Please consider the creation of a SATL-specific mode page to control the value of the ATA COMMAND DURATION LIMITS ENABLED bit (i.e., a new subclause of SAT-5 12.3). A reasonable choice for mode page/subpage appears to be 0Ah/F2h.

Although this may be going a bridge too far, some thought might be worthwhile in the area of making the new mode page a convenient, explicit way to access the ATA SET FEATURES command.
