[T10] An incorrectly incorporated SPC-4 Letter Ballot comment resolution needs to be fixed in SPC-5

In SPC-5 r19 tables 320, 321, 322, and 323 contain a sentence that totally contrary to the intent of the TSD (Target Save Disable) bit.

If the TSD bit is set to one, the device server shall save the log parameter to its medium.

The problem has been traced to in incorrect incorporation of the response to three SPC-4 letter ballot comments (see T10/13-256r9<http://www.t10.org/cgi-bin/ac.pl?t=d&f=13-256r9.pdf>), specifically LSI 785, LSI 791, and LSI 797. The incorporation error is easy to identify based on the following extract from the SPC-4 comments resolution document.

Looking to the sentence that precedes the cited text for guidance, the cited text will be revised as follows:
... implicit saving of the device server shall not save the log parameter to its medium. is disabled by an application client.

True, "not" is a very small word, but its omission above changes the correct "shall not save" to the totally bogus "shall save".

This SPC-4 letter ballot error needs to be fixed as part of the SPC-5 RFC.
