[T10] SPL-4 Processing for Public Review comments

The first public review of SPL-4 produced two comments (one each from
Seagate and Broadcom).
Thursday (12 Jan) the T10 Plenary will be processing the following
documents related to those comments.

There will be a show-of-hands 2/3 vote to approve these responses.

There will be a show-of-hands 2/3 vote to approve these changes (many of
which are substantive) and to recommend a second public review for SPL-4
r11 (which is r10b with the change bars removed).
The motion for this second vote will describe SPL-4 as having
"substantive changes after dpANS" (pronounced d-pans). This is the
INCITS/ANSI terminology used when a document gets comments during public
review.
