[T10] Bug in Third-party Copy VPD page

Hi Ralph,
My interpretation has always been that the MAXIMUM SEGMENT LENGTH field
is 4 bytes long. The byte numbering in the byte column makes that clear.
Oracle has implemented the field as 4 bytes long.
