[T10] T10/T13 joint weber on DePop: new rev of T13 version

A new version of the T13 formatted OFFline Logical DePop proposal is posted, incorporating comments from last week’s plenary. I would like to use today’s joint webex to ratify the edits, and to address several topics of larger impact.

Some of the areas for discussion:

- what are the interactions with caches?
- can we enumerate the commands and logs that will be affected by interactions with this feature?
- do we need an immediate mode - whereby the command completes, but the operation carries on in the background?
- a query for phys elem / LBA mapping is useful in some use cases. Does this need to be defined here, or is a separate proposal warranted?
- field sizes
- what is the mapping from Rebuild Assist log physical element bits and the PHYSICAL ELEMENT field?
- - do we assume that the Rebuild Assist log supports only physical storage elements (i.e., no subelements, no non-storage elements)?
- where within IDENTIFY DEVICE Data log do support and enable bits go?
- - log only, or in IDENTIFY DEVICE data as well?
- - is enable sticky through resets?
