[T10] May T10 Plenary to recommend handling for 13 US Adopted standards

The INCITS Secretariat has requested T10 to recommend the 
Stabilize/Reaffirm/Withdraw handling for 8 US Adopted US standards and 5 
US Adopted ISO/IEC standards.
