[T10] Incomplete statement in ZBC r04a

Regarding the following ZBC r04a text ...

4.4.3.4.1 Writing in sequential write required zones
...

If the value in the MAXIMUM NUMBER OF OPEN SEQUENTIAL WRITE REQUIRED 
ZONES field is non-zero (see 6.4.2) and the actual number of zones with 
a Zone Condition of EXPLICITLY OPENED is equal to the value in the 
MAXIMUM NUMBER OF OPEN SEQUENTIAL WRITE REQUIRED ZONES field, then a 
command that writes to or attempts to open a zone with a zone condition 
of EMPTY or CLOSED is terminated with CHECK CONDITION status with sense 
key set to ABORTED COMMAND and the additional sense code set to 
INSUFFICIENT ZONE RESOURCES as described in 4.4.3.2.6.

The ZAC letter ballot reviewers are unwilling to move the ZAC equivalent 
text out of the subclause titled "Opening Sequential Write Required 
zones" which was created especially for this purpose and which appears 
after the equivalent of 4.4.3.4.1 in the working draft. The appearance 
of "or attempts to open a zone" in the text (which has nothing to do 
with write commands) has been cited as the justification for a separate 
subclause.

This author rather prefers the separate subclause, but also wonders if 
the complaints are not another manifestation of inappropriately 
obsessive calls for word-for-word matches between ZBC and ZAC. Since 
such an absolute goal is impossible starting with "application client" 
vs "host", blind copying must be questioned when it becomes too much of 
a good thing.
