I confirmed that "Send SCSI Received" occurs only in the command priority
subclause.  It is referring to the SCSI Command Received transport protocol
indication:
If the Command Priority argument is set to zero or is not contained within
the Send SCSI Command Received SCSI transport protocol service indication
(see 5.4.2), and a priority has been assigned to the I_T_L nexus, then the
device server shall use the specified priority for the I_T_L nexus as the
command priority. [...]
However, the above wording makes it sound like the service indication is
going directly to the device server.  Maybe we should just change it to the
Command message, which is how the DS receives a command:
If the Command Priority argument is set to zero or is not contained within
the Send SCSI Received SCSI transport protocol service indication (see 5.4.2)
Command message (see 8.9.4.4.1), and a priority has been assigned to the
I_T_L nexus, then the device server shall use the specified priority for the
I_T_L nexus as the command priority. [...]
So, I recommend the second alternative.
