Roy,
You are required to process all 9 steps in the error list (that includes
sending a Control/Status TTIU after an error TTIU) before responding to the
next Transmit Error Response message. I would however also note that not
every Transmit Error Response message in a sequence of Transmit Error
Response messages has to have an Error Response TTIU.

Subject: Question about TTIU Error Response Handling
Chapter 5.14.4.4.4 of spl3r02 indicates that if an invalid TTIU is received,
then the state will effectively send out an Error Response TTIU followed by a
Control/Status TTIU. Does this apply to a single error, consecutive errors,
or both?
If there are consecutive invalid TTIUs, should they be handled with
continuous Error Response TTIUs until the last one or respond to each invalid
TTIU with the Error Response and Control/Status TTIU pair?
