Hmm.  It looks like optional or mandatory is defined elsewhere, e.g.,
MAINTENANCE OUT commands will be mandatory or optional depending upon their
service action.  But that doesn't explain RECEIVE DIAGNOSTIC RESULTS.

I am working on the letter ballot comments on SBC-3 and have come across a
code value of X in the Type column of the Commands for direct-access block
device table (table 31) and I can't figure out what it is supposed to mean.
Does anyone know the what X stands for???
