spl-2: shadowy zoning enabled

In spl2r01.pdf in the section on the SMP DISCOVER function
(9.4.3.10) is the following sentence (page 582, middle):
"The SHADOW ZONING ENABLED bit contains the shadow value of
the ZONING ENABLED bit (see 4.9.3.1)."
That would imply that table 231 (DISCOVER response) should
define that bit. It doesn't. The current and former technical
editors of that document do not deny this is a flaw (and
Rob suggests byte 104 bit 0). The current editor wants a
proposal to fix it.
I'm not aware whether someone without standing at t10 can
make a proposal. That seems pretty pointless anyway. Couldn't
it just be an agenda item for the next SAS protocol meeting
to fix?
BTW sas2r16.pdf and spl-r07.pdf contain the same oversight.
