SPC-4: Dynamic Runtime Attributes (10-209r2)

I have posted a proposal to add a new feature to be used by device error 
logs and for return to a manually invoked command by support personnel or 
customers.  A few people have seen the previous versions and I would 
advise them to read the introduction before commenting or reviewing. Since 
this is the first time I have targeted SPC-4 there are no change bars from 
the previous versions.
