Thank you for posting this diagram. 
>From this diagram it looks like the resistor in the drive changes depending
on whether or not the drive is in a manufacturing environment. This means
that the drive must be physically configured for manufacturing test. I assume
a shipping drive will have jumpers on the motherboard or some similar
capability. 
Is this an acceptable solution for drive manufacturers?

There are two notes.
Note 1:
 The circuit design and the value of registor(s) are example. Drive vender
may
have other parts or different value of registor(s).
Note 2:
 VCC of 3.3V is requierment from drive venders. Because IC of drives will use
3.3V VCC.
