The discussion on the reflector about ACA and the required response when
an ACA condition does not exist generated some inconsistent
interpretations (SAM vs. FCP).
So I've posted document 09-159 to start discussion on this.  I
appreciate folks taking a look to see what their products do for this
case so we can have a useful discussion next week.
