The response should be GOOD status, so drive is ready to accept commands.
The only time the "initializing command required" response happens is when
the drive is spun down and needs a START UNIT command to beocme ready.

If an OSD device is not formatted but it is otherwise ready to accept a
format command and a Test Unit Ready is issued, what should the device
return?
1) maybe ready so the format can be issued
2) maybe Logical Unit Not Ready, Initializing Command Required
