We've had a problem on T10.org that is causing problems with the web server
and ftp server. The reflector appears to not be affected, but may go up and
down as they work on the other issue. 
Our IT people are aware of the issue and are working on it, but they may need
some time to get replacement parts. 
I'll post another email to the reflector as soon as things get better.
