SPC-4 r04 available

SPC-4 r04 is available as:

The most noticeable change is the "Draft" watermark.
The watermark has been added as per suggestions from
Rob Elliott and George Penokie.
It has been tested to verify that it does not add
crud to text selections from the PDF.
The color was picked to be the lightest possible
color that still produces a gray watermark on my
printer.

P.S. The PDF file is about twice as big with the
watermark added.  :-)
