In my understanding, the Fast re-format ("shall not modify the recorded user
data area") is new definition.
So, I prefer new Format Type.
The operation of the default type (Formatting on Format Type = 00h) is vendor
Some drive may work as "Fast re-format", some drive may modify the recorded
user data area. I think it is the implementation matter.

I prefer another option.
New Format Type of the FORMAT UNIT command is used for the fast re-format
* For T10 Reflector information, send a message with
* 'info t10' (no quotes) in the message body to majordomo at t10.org
