To answer your question, we CyberLink use the Format Unit command 
but we don't use the Format Type 00h on DVD-RW (SL/DL) disc.

Mt.Fuji group did not discuss the change of the DVD-RW SL (Single Layer)
Format
Unit Command. There is no change in other media types (DVD-RAM, +RW, etc.)
RW-DL is new media. So I think Pioneer proposal does not change of the drive
behavior.

I understand that you do not desire the device behavior which cannot be
checked.

We need to focus the behavior of the default type (Formatting on Format Type
=
00h). Full format of the DVD-RW DL will take more than 1 hour. User never
accept
this long time.
The other hands, 2 hours - 6 hours TV recording on the RW-DL disc may fill
the
disc up. Once it becomes ROM compatible state (Complete state), another full
format is not necessary.
For example, BD-RE drive dose not fill data area up with null data of the RE
disc by the default format operation. Drive changes Defect List only. If
there
was no linear replacement (no defect), host can read user data on the RE disc
before file system re-construction. Usually file system re-construction makes
the old user data unreadable.

Thank you for this host consultation.
We checked this issue at Microsoft optical platform storage and core
file system services.
Most important is we do not want to change existing format code
behavior. Per consistency with DVD-RW SL, existing format code behavior
shall be unchanged. Otherwise it would cause unexpected behavior in our
software. If new format behavior is desired, it needs to be with a new
format code or option.
Also, we do not want vendor specific implementations. If there is a
feature, please make it mandatory. If it is not possible, at least
specify the feature *and the feature availability recognition*.
Please let us know if further clarification is needed.
