queries in ST-IFR state machine for transport layer

Hi all,
I have certain doubts in Transport layer.
I am referring to SAS Revision 3a, released on 22 April 2006.
In section 9.2.6.2.2.2 (Processing transport protocol service requests)
it has been stated that :
If the ST_ITS state machine for the tag specified in the Send Task
Management Request is currently in use,
then this state machine (ST-IFR) shall set the retransmit bit argument
to one. If the ST_ITS state machine for the tag specified in the Send
Task Management Request is not currently in use, then this state machine
shall set the Retransmit Bit argument to zero.
Queries:
1. I am not getting clearly the condition in which talked about scenario
will occur. 
Is it when ACK/NAK (may be ACK/NAK time out or Connection lost without
ACK/NAK) is not received for a transmitted Task Mgt function?
please point to me if i am going wrong.
2.also related to same , 
is'nt a ST_ITS machine becomes free after sending transmission complete
messages to ST-IFR machine.
if yes then how the above said condition will become true?     
if no then when ST-IFR machine will free a ST-ITS machine?
