I fail to follow this concern.
The revision of SSC-2 which was sent to Public Review contains a
reference to SPC-3. SPC-3 did not enter Letter Ballot until 16
months after SSC-2 was sent to Public Review (July 2003 to
November 2004).
Either SSC-3 is being held to an unusually high standard, or the
Letter Ballot status of SPC-4 is not an SSC-3 gating item.
To me, it looks like the SPC-4 SA Establishment protocol needs
to be incorporated in SPC-4 before SSC-3 goes to Letter Ballot in
May 2007. If this is the case, then worrying about the matter at
this juncture seems very premature.
