It is because that drive cannot see where is recorded after quick blank or
where
is recorded before quick blank. So host software cannot get the true Next
Writable Address that the software made before ejecting/loading the disc.
And the sequential recording mode of DVD-RW is prepared for DVD-R application
development. Software venders can perform automatic cyclic test of DVD-R
application using DVD-RW full blank.
It is not recommended to use the sequential recording mode of DVD-RW for the
DVD-RW product. Rigid redistricted overwrite is the native mode of DVD-RW.

Hello,
Why can't a DVD-RW quick blanked disc be used for incremental recording?
Error reported for any write is "Illegal mode for this track" (64h 00h). 
Write
parameters are setup the same as when new or fully blanked and both new and
fully blanked discs work fine.
