IOCTL_SCSI_PASS_THROUGH (and the _DIRECT variant) is defined as
requiring both READ and WRITE access. I am not aware of any plans to
change this, nor am I aware of how any additional restrictions could be
added.
Going the other way, it _is_ possible to change the device's ACLs to
allow users other than administrator to have this READ and WRITE access
to the device, but we'll have to see if anything is done with that in
the second beta. :)
