A problem occurs if the XL1 state simultaneously receives a Break Received
message from the XL receiver and a Forward Open indication from the ECR.
The XL1 state currently gives priority to the Break Received message, hence the
phy transmits a BREAK and the corresponding end device is happy. For the
crossing request, however, the Forward Open indication is ignored, resulting in
an OPEN timeout.
Should the priority instead go to the Forward Open indication, passing a Break
Received argument with the XL5 transition? This gives the same result as
receiving the BREAK in the XL5 state.
