The voting was taken based on the proposal document "Command proposal
for Hybrid disc-3.pdf" in the October meeting and the document said;
    When Hybrid Disc Feature is not current, both Layer bit and
    Destination Format-layer # field shall be ignored.
in page 10. The description in command section in Rev1.0 draft does not
obey the above decision. It was my mistake.

So, changing of the definition in the command section is editorial, but
the model section is technical.


But if everyone agree to change the description in the model section, I
will follow the consensus.


Katata-san, could you manage this issue?
