I have posted:

    SAM-3 r12 - w/ technical changes approved by T10
    SAM-3 r13 - w/ editorial changes from the editing
                meetings last Thursday and Friday

I made the editorial changes separately so that there would
be no question about the causes of the change bars.

I have ask John to begin the Letter Ballot on forwarding
