On the question of the DSP in the format command. 

Unless you depend on the current mode pages being saved (as in the Mode
Select save pages (SP) bit set to 1) before the format is executed and
you don't already issue the Mode Select before the format then you
probably don't care what happens. If you do depend on the current mode
pages being saved then you would want the behavior of format to be as if
DSP was set to zero. 

Why should a format have any effect on the mode pages? No other command,
other than Mode Sense and Mode Select, has any effect on mode pages so
why is format special? 

I would suggest not only removing the DSP bit but also not saying
anything about mode pages in the format command description.
