Michael,  there is no implied relationship between the service type and
scheme used.  The service type is merely a way to help the host app
using this page have a clue as to what it is getting into.  Also, there
was discussion that a given scheme may have multiple, distinct functions
(e.g. configuration and diagnostics) and the service types give a way to
differentiate.
 
SSH and SNMP would have whatever service type best fits the function
being offered by the services associated with the address.

Regarding 03-183, whatt relationships exist between the Service Type and
the WWW Scheme?  Does any Service Type limit the WWW Scheme that can
appear in the Network Address?  Which Service Types do you expect SSH
and SNMP Network Addresses to use?
