BREAK reply to OPEN_ADDRESS frame?

An expander on the potential pathway would send BREAK if a far-end
physical link loses dword synchronization after it forwards the OPEN
address frame down that physical link.  It's probably not going to
reconsider and reroute the request down a different phy (if there are
multiple phys available according to the routing lookups).  An
OPEN_REJECT (NO DESTINATION) would be inappropriate unless all the
possible outbound phys went down together.  A BREAK is the best
response.

An end device probably wouldn't reply with BREAK itself.  If the
destination put out an OPEN of its own, believed it should win over the
OPEN from the source (assume they crossed on the wire), but timed out
(probably the OPEN was corrupted and not seen), it would follow that up
with a BREAK.  This would be interpreted as a response to the source's
OPEN.
