Phy Operation field in mode page 19

For SAS Mode Page 19 (long format), the SAS phy mode descriptor (Table 145)
defines a Phy Operation field that corresponds to the SMP Phy Control
function.  The text in 10.2.6.2 only states that the field is defined in
10.4.3.10 (SMP Phy Control) but it leaves open the fact that it might be
changeable, which would imply that this field could be used to do one or
more of the following functions:

LINK RESET
HARD RESET
DISABLE (phy)
CLEAR ERROR LOG
CLEAR AFFILIATION

The only one that could be used by a SCSI target is DISABLE and that one
probably should not be allowed because a rogue Initiator could disable both
phy's on a Target and never be able to talk to the Target again (without a
power cycle or a OOB/HARD RESET).

I would recommend the Phy Operation field be made reserved or restricted on
mode page 19h.
