COMRESET vs. COMWAKE after detecting a SATA device

In Section "6.6.3 SAS to SATA phy reset sequence" (in rev 2b), there is the
statement:

Either response indicates to the SAS phy that a SATA phy is attached. As a
result the SAS phy shall initiate a
SATA reset sequence (i.e., transmit a COMRESET).

However, Figure 46 shows transmission of a COMWAKE after the COMSAS Detect
Timeout.
Is the SAS phy required to restart the entire SATA reset sequence as implied
by the comment, or
is it allowed to continue with the COMWAKE as shown in Figure 46?
