    specifically mentioned the numbers 55h/02h.

spc2r11 incorporated 98-203r9.  The revision history includes this
comment:
"To maintain consistency in the additional sense code database, 
additional sense code qualifier values other than those recommended 
in 98-203r9 have been assigned to INSUFFICIENT REGISTRATION 
RESOURCES and REGISTRATIONS PREEMPTED."

So, there's only one code that's valid for new implementations,
INSUFFICIENT REGISTRATION RESOURCES (55h/04h).


Oddly, the old code is marked valid for optical card reader/writer
devices but the new code is not:
55h 02h D T L PWR S O M A E K INSUFFICIENT RESERVATION RESOURCES
55h 04h D T L PWR S O M A E   INSUFFICIENT REGISTRATION RESOURCES

SPC-3 rev. 5 section 5.5.3.4 indicates that if the device server has insufficient resources to complete the registration action then a check condition should be returned with a SK of ILLEGAL REQUEST and an asc of INSUFFICIENT REGISTRATION RESOURCES.  Section 7.12.1 indicates that the same error code should be returned for any PR OUT command that fails, not just a registration action.
In reading through the list of error codes I see that INSUFFICIENT RESERVATION RESOURCES is listed next to INSUFFICIENT REGISTRATION RESOURCES but a quick search using Adobe Acrobat Reader showed that the error code wasn't specified anywhere in SPC-3.  Is the error code specified in 7.12.1 correct or is it a typo?
