I think we should use just ERROR. That way all of the intermediate
expanders can ignore the connection type.

When an expander needs to send a dword to an STP (Serial ATA Tunneled
Protocol) connection and the input dword (from a SAS link carrying an
STP connection or a SATA physical link) is bad, should it use SATA_ERROR
(four K28.3s) or ERROR (K28.5 based special pattern) primitive?
