Opposition to not allowing partial frame transfers

The IBM drive designers have looked at proposal 02-318 and have informed me
that they are opposed any requirement that does NOT allow partial frames
(i.e., smaller than 1024 bytes) to be interspersed with full size (i.e.,
1024 bytes) frames. Proposal 02-318 contains a requirement that only the
last frame transmitted can be a partial frame.

The main reason is that sector sizes that do not divide evenly into 1024
(e.g., 520 byte sectors) cannot easily be fit into a 1024 byte space.
Different implementations handle this is different ways but most will
regularly throughout the data transfer send a frames that are less the 1024
bytes.
