I would advise responding with Message Reject. Just treat it like any other
illegal message you don't know how to handle.

Hello,

I has a question regarding PPR message.  From SPI-4 revision 7, the PPR
message
should be originated by the initiator.  My question is what should the
initiator
do if the target originates PPR message?  Should the initiator issue
MESSAGE
REJECT message?
