Target originates PPR message?

Hello,

I has a question regarding PPR message.  From SPI-4 revision 7, the PPR
message
should be originated by the initiator.  My question is what should the
initiator
do if the target originates PPR message?  Should the initiator issue MESSAGE
REJECT message?
