You are mis-reading these documents.
The original FCP used bitwise assignment.
Every document since then uses coded values, but with the coded values
chosen to be compatible / identical with the original FCP. This includes
FCP-2, SPI-3/4 and SRP.
Go back and read it again. The table describes code values, not bit
assignments.
