Yes. In SBP-2, the initiator identifier is a 16-bit login_ID generated by a 
target (and returned to the initiator) that is subsequently useful to 
uniquely identify the initiator to the target.

With the benefit of hindsight, it might be better to correlate the 
initiator's globally unique ID, EUI-64, with the SAM concept of initiator 
identifier. For all practical purposes, this is the usage of login_ID today.

So, I think that the initiator identifier does NOT contain an associated 
target identifier.
