Read TOC/ATIP with High speed CD-RW media

Some CD-RW drive manufacturers started to sell drives that
record CD-RW faster than 4x. (e.g. the Plextor PXW-121032)

In the Plextor command reference  manual, the highest recording 
speed (value 100b) is listed to be 10x while the MMC-2 standard
lists 100b as 8x. This is the value that is returned for e.g.
a 10x Mitsubishi RW medis.

Which interpretation of the Read TOC/ATIP return data is correct?
Is there a need for a change in MMC-2?
