Some clarifications:  

1) I did not mean to imply that observers who pay their fees will suddenly
be entitled to a vote.  You still must meet the other voting requirements.

  "Doctor, Doctor,  Will I be able to play the violin after my operation?"  
  "Yes."  
  "Good! I never could before!"

2) I did not list the hundreds of people who have paid their fees.  If your
name is not on the list, you either paid or were never invoiced.  If in
doubt, contact either Judy or me.
