In SPI-3 rev 2 ANNEX A section A.4.1 Transceiver output/input currents,
II-L and II+L the requirement for powered off devices to meeting the
current requirement of a voltage range from 0 to 3.6 volts. The question
is: Where does the 3.6 volt value come from?
