The SPI-3 working group minutes document 99-103r0 state the following:

The specification on round external cables is different due to the expected
loading on the cables. Bill Ham moved and Larry Lamers seconded that the
technical content of this proposal be adopted for cable media and be
incorporated into SPI-3. The motion carried 20:0:1.



I assume what the above motion was supposed to say was that the working
group recommends that proposal 99-111 be accepted by the t10 plenary for
inclusion into SPI-3. Either that or we have new rules that allow working
groups to approve technical changes.
