Removing 32-bit from SPI-3

In recent SPI-3 working group meetings the idea of removing 32-bit 
support from SPI-3 has been mentioned many times, but no proposal 
to do so has been made.  Nobody implements 32-bit SCSI and it adds 
complexity to the specification.

I propose we instruct the SPI-3 editor to remove all references 
to 32-bit support.  Removing it would involve elimination of 
references to:
    32-bit data
    Q Cable 
    Secondary bus
    DB[31:16] and DBP[3:2] signals
    REQQ and ACKQ signals
