The proposal should also treat the case where there is no miss-compare but
the CRC is wrong.

I thought the package was going to have a guaranteed buffer size. Is the
guaranteed buffer size actually 131,070 bytes? What happens if a target is
designed to insert a CRC check on 4 KB segments? The 131,070 buffer may be
easy at power on but may be problematic during hot-plugging.

Shouldn't or is there a piece of the proposal somewhere that orchestrates
whether the initiator or the target is twiddling knobs. Without it the
target may determine the knob it twisted produced an error when it was
actually a knob the initiator twisted.
