If the plan is to force the task management functions to be handled
single threaded, then what is the appropriate timeout value? They're
sent as separate exchanges, just like SCSI commands, so should I assume
that they use the SCSI command timeout?

Task management functions should be done single threaded. The
host
knows if one gets lost when it times out waiting on the
response. If
the response times out we have two cases:
- task management function got lost - resend it
- reply gets lost - resend it. It won't matter to redo the same
task
management function a second time if nothing else has happened.
