Task management functions should be done single threaded.  The host
knows if one gets lost when it times out waiting on the response.  If
the response times out we have two cases:
- task management function got lost - resend it
- reply gets lost - resend it.  It won't matter to redo the same task
management function a second time if nothing else has happened.
